Description
Submitted by @matthew:matrix.org
Separately to e2e, it would be good to have some kind of strategy for encrypting data in general at rest - e.g. 'to encrypt my account and profile data'
(Imported from https://matrix.org/jira/browse/SPEC-327)

Research direction
Start by reviewing the imported SPEC-327 discussion and the Matrix specification's existing end-to-end encryption sections. The issue does not name files, entry points, or tests, and it does not define a concrete completion criterion; scope and an agreed design would need to be established before implementation.
