Description
**Suggestion**
What would you like to see in Matrix? If your idea is vaguely complete enough, we
recommend submitting [an MSC](https://matrix.org/docs/spec/proposals) instead.
The timeout function should place an user on a 'timeout' when they're unable to speak (muted) for a specific period of time.
We could think of it as a 'temporary mute'. Users with a power level equal or higher to 50 (Moderator) should be able to do this.
We may also want to timeout a user on just a specific room or on an entire space.
Additionally, we want to show the muted user a message that states that they were muted with the reason and time left included, and the inability to add reactions to posts.

Research direction
Start with the MSC process linked in the issue and review how Matrix currently represents power levels, mutes, rooms, and spaces. This proposal needs an accepted MSC defining the protocol behavior and user-facing requirements; completion would mean the specification changes are agreed and documented.
