Description

Use cases for this are to be able to write AS-specific state events and things (given they can already ready them) without explicitly joining the room and causing ugly join/part spam.

Research direction

Start by reviewing the Matrix specification sections covering application services, room membership, and state events, then compare them with the use case described in SPEC-229. Define the protocol behavior needed for an application service to write state or set power levels without joining, and document the resulting rules and examples in the specification.
