Description

If you join an E2EE room with restricted join rules but shared history visibility, there is no way to get keys to view the history.

See https://github.com/vector-im/element-meta/issues/646 for much more detail on what a problem this is.

Research direction

Start with the linked element-meta issue 646 for the detailed problem statement, then review the Matrix specification sections covering restricted join rules, shared history visibility, and E2EE key access. Done requires a decided protocol-level resolution that lets eligible members obtain keys for shared history; this issue names no files or tests.
