Description
In order to implement smart reply from notification, SDK client needs to know if the user have enough power level to send message in a room.
Adding a boolean to `NotificationRoomInfo` would fit this need.
The value should be equivalent to the result of `Room.canUserSendMessage(, MessageEventType.ROOM_MESSAGE)`
