Basic youtrack api

Is it appropriate to implement pure issue tracker support here? If so I want to work on getting the basic api in place for youtrack.
For reference, the API is published [here](https://www.jetbrains.com/help/youtrack/devportal/youtrack-rest-api.html#youtrack-api-based-tools).

It would help a lot if someone can point to the documentation of the basic/abstract class/methods that need to be derived to get things working.

Start with the YouTrack REST API documentation linked in the issue, then inspect the repository's existing GitHub, GitLab, and JIRA integrations to identify the abstract entry points. Done would require a scoped basic YouTrack API implementation, but the issue names no files or tests and leaves the required methods unresolved.
