Push "Generic Webhooks" to least important on the list...

Description
If the user has configured hookshot integrations the list in the right panel should but the generic webhooks at the bottom :)
This is because -- if the server admin has set up integrations its's because they want their end-users to be able to use and config them in rooms and therefore they're more likely to be used than the generic webhook.
