Description
Need the ability to specify not only the port but also the ip address on which the app service listens.
At the very least, use [::] instead of 0.0.0.0 as the address, so that an IPv6 address can be used.

Research direction
Start by locating the app service's existing port-listening configuration and the code that creates its listener. The change is complete when the service can accept a configured IP address, including [::], instead of always binding to 0.0.0.0; add or update tests if the repository has coverage for listener configuration.
