Description

`@_xmpp_Matrix=20Traveler=20=28bot=29=2fquic=40jabber.ietf.org:matrix.org` appeared over the bridge today, which is worrying.

Research direction

The issue names an XMPP-to-Matrix bridge symptom in portal rooms but no file, test, or entry point. Start by tracing how XMPP users are handled in portal rooms and reproduce the encoded Matrix user appearing on the bridge. Done means Matrix users are no longer bridged back from XMPP in this scenario.
