Description

It would be good if the traffic could also be filtered by city. One spam traffic that has been found in many tracking systems for a long time is traffic from Ashburn with a changing IP. I could only fix this with a country filter, which would also exclude all traffic from the USA.

So a location filter would be an option for this.

Research direction

Start by reviewing how the existing country filter handles traffic locations, then compare that behavior with the requested Ashburn use case in the issue description. Done means traffic can be filtered by city, such as Ashburn, without excluding all traffic from the surrounding country; the issue names no files or tests to run.
