Research direction
Start by examining how the Matomo Docker image handles plugins installed from marketplaces and what persists across an image rebuild. Reproduce the rebuild with a post-installed plugin, then identify whether the expected solution is image configuration or persistent storage. Done means a tested, clearly documented way to retain the plugins.
