Research direction
The issue names no file, test, or entry point. Start by tracing how the GitHub Action assembles and tags its SemVer value, then determine where removing the patch component belongs; done means it can produce tags such as v1.0 instead of v1.0.0 with the behavior covered by an appropriate test.
