Description
Replace the [assumption that the GKE cluster is already provisioned](https://github.com/mathieu-benoit/humanitec-ref-arch/blob/main/modules/gcp-cluster/gke_cluster.tf#L1-L5), and provision it as part of this `terraform apply`.

Research direction
Start with modules/gcp-cluster/gke_cluster.tf, especially lines 1–5, to understand the current assumption that the GKE cluster already exists. Provision the cluster as part of terraform apply, then verify that applying the configuration creates it successfully without relying on prior manual provisioning.
