Description
As per my discussion with @nan-yu, let's add another smoke test with Config Sync installed in Kind cluster and try to deploy both the Helm chart and the OCI artifact.

Need to consider container registry too:
- Local in Kind: https://kind.sigs.k8s.io/docs/user/local-registry/?
- Or maybe public artifact in GHCR for a first iteration?
