Description

Domain names are case-insensitive and library has problem with uppercase.

```
punnycode.toASCII('ÜBER.COM');
```
`xn--BER-ska.COM` good

```
punycode.toUnicode('xn--BER-ska.COM');
```
`Über.COM` not good because case format is lost
```
punycode.toUnicode('XN--BER-SKA.COM');
Research direction
Reproduce the punycode.toASCII and punycode.toUnicode examples from the issue, then trace the library's conversion entry points to find where uppercase information is lost. Done means the documented uppercase domain cases produce the expected case-preserving results.
