Description
During development, it would be useful to be able to
- turn dynamic color on/off
- simulate dynamic color (for development on unsupported devices)
Also should consider:
- Restrict platform specific fetching to that platform, e.g. Android will never get a control accent color and macOS will never get a core palette

Research direction
Start by locating the dynamic-color fetching and platform-specific color handling in the repository. Clarify how development toggles and color simulation should work, then define completion for both requested controls and the platform restrictions listed in the issue; no files or tests are identified in the payload.
