Description

**Is your feature request related to a problem? Please describe.**
Currenlty setting textAllCaps attribute in TextAppearance passed either as collapsedTextAppearance or expandedTextAppearance is ignored.

**Describe the solution you'd like**
The simple solution seems that if either collapsedTextAppearance or expandedTextAppearance have textAllCaps=true the text would be capitalized or probably provide attribute for CollapsingToolbarLayout that would take care of it.

**Describe alternatives you've considered**
Passing already capitalized String as title.

Start with the CollapsingToolbarLayout implementation and trace how collapsedTextAppearance and expandedTextAppearance are applied. Confirm how textAllCaps is currently handled, then make the selected text appearance's capitalization affect the toolbar title and verify the behavior with the relevant existing component tests.
