[ProgressIndicator] Indeterminate linear progress indicator doesn't look indeterminate when animations are disabled

**How to reproduce:**
- Open Developer options and set "Animator duration scale" to "Animation off"
- Open ProgressIndicatorMainDemoFragment and uncheck "Determinate mode"
You can see that the linear indicator looks more like a determinate indicator at 0% than an indeterminate indicator:
