Description
**Description:** There is a scroll bar issue that should not occur in Extended FAB(shrinked state)
**Expected behavior:**

**Minimal sample app repro:** Catalog APP
I did not reproduce this problem in my app, presumably the Catalog App itself.
**Android API version:** Android 15
**Material Library version:** 1.13.0-alpha09
No such problem in the previous version of the Catalog APP (alpha08)
**Device:** HONOR Magic 7 (CN), Android 15 with MagicOS 9

Research direction
Start by reproducing the Extended FAB shrinked-state scrollbar issue in the Catalog App on Android 15, comparing Material Library 1.13.0-alpha09 with alpha08. Trace the Catalog App's Extended FAB usage and identify the change that introduced the scrollbar; done means the unwanted scrollbar no longer appears in the reported state.
