Add lat/long coordinates on Location pages

User story
As a CMS author/editor, I want to create location pages for locations that don't have street addresses by using a latitude and longitude instead so that I can create important content for constituents.

Business problem
One organizations has locations that do not have street addresses (high way service plaza). To create a location page, you must use a Contact Info item that has a street address.
