Description
User story
As a designer, I want to have a consistent components on organization pages so that I can limit mixed messaging and friction to our users.
As a CMS author of an organization page, I want to have consistent components on organization pages so that I know what information is required for similar components.
Business problem
When we did the design for elected org pages, we introduced a new service finder concept. This removed the blurry background image used behind the action/service finder on organization pages, It also updated the language used for section headers and brought the component more in line with our service page's action finder component.
This will make these changes for all organization pages. The changes are:
1. Blurry background image removed and replaced with shading. Example: "What you you like to do" section on this page: https://www.mass.gov/orgs/office-of-the-governor
2. Header "What do you need help with" is changed to say "What would you like to do"
3. Header "Featured services" is changed to say "Top actions and services"
4. Header "More services" is changed to say "Other actions and services"
