Description
I'd like to be able to create anchor/jump links more headings (H3, H4, etc.). This could help users navigate better and drill down to content they're looking for without scrolling or skimming text to find what they need.

Research direction
The issue does not mention implementation files, tests, or entry points. Start by identifying where Mass.gov generates heading anchor or jump links, then clarify which heading levels should be supported; done means users can navigate directly to the requested headings without scrolling or skimming.
