Language bar for linked webpages

I'd like to see a language bar for linked pages so that users know something is available in multiple languages prior to clicking on a link. For example, on [this page](https://www.mass.gov/reentry-mentorship-program-resources) under Community Resource Directories, in the 3rd link I typed out "(English, Portuguese, Spanish)," but it would be nice to have this auto populate when you internally link a page with multiple languages. This will be helpful for agencies who are reducing PDFs by converting content to webpages in preparation for Title II.

Use the linked Mass.gov page and its Community Resource Directories section as the behavior example. First identify how internally linked pages expose available language variants; done means a linked page can automatically show those languages before navigation, including the English, Portuguese, and Spanish case.
