Description
**Is your feature request related to a problem? Please describe.**
As we try to turn/transition more content into binders, it's hard to present to project teams as we can't have unpublished links. I have been publishing links + hiding from search engines, but that doesn't prevent someone from finding the page altogether, and some content cannot go live until xyz.
**Describe the solution you'd like**
Allowing unpublished links for draft/review purposes.
**Additional context**
This works on all other page types (from my experience) and has proven to be very useful.

Research direction
The issue names binders, unpublished links, draft/review purposes, and other page types, but no files, tests, or entry points. Start by locating binder handling and publication visibility rules in the Mass.gov project, then compare them with other page types. Done means draft binder links support review without being publicly accessible; clarify the intended access rules first.
