**Is your feature request related to a problem? Please describe.**
PDF file uploads cause the SiteImprove Quality Assurance score to be lower if the PDF has not been updated in 3 or more years. For certain PDFs that do not get updated frequently, like regulations, this means the QA score is artificially deflated.

**Describe the solution you'd like**
Allow editors to exclude certain PDFs from the "Documents in need of updating" list in SiteImprove.
