Description
**Is your feature request related to a problem? Please describe.**
PDF file uploads cause the SiteImprove Quality Assurance score to be lower if the PDF has not been updated in 3 or more years. For certain PDFs that do not get updated frequently, like regulations, this means the QA score is artificially deflated.
**Describe the solution you'd like**
Allow editors to exclude certain PDFs from the "Documents in need of updating" list in SiteImprove.

Research direction
Start by reviewing the SiteImprove PDF-crawl behavior described in the issue and how editors currently manage the “Documents in need of updating” list. Clarify how certain PDFs should be identified and excluded, then define completion as excluded PDFs no longer lowering the SiteImprove QA score while other PDFs remain covered.
