Description
Is your feature request related to a problem? Please describe.
Sometimes "What do you want to do" and "What you need to know" are not ideal groupings on the service page. They also have limited space before spilling onto overflow pages that are not very usable.
Describe the solution you'd like
Authors can choose to use a different type of service page in which they can create custom link groups and add links or documents to those groups. There can be up to 6 links groups on a page with up to 10 links or documents in each.

Research direction
No files, tests, or implementation entry points are named. Start by reviewing the service-page implementation and the DP-14174 reference, then define the custom-group variant, its authoring flow, and the six-group and ten-link limits; done means authors can create and publish this page type with those constraints.
