New content type - Grants

**Is your feature request related to a problem? Please describe.**
In trying to aggregate Grants offered by the Commonwealth, especially to Municipalities, I noticed this content is all over the place and not all content comes up with search.

**Describe the solution you'd like**
I would like a new template created specifically for grants. Some of the larger agencies offering Grants would need to be consulted to create common fields. Eligible applicants would be a required field, which would make grants searchable not just by munis, but by any type of applicant. Deadlines would also be a required field. One coming up could be featured and ones past could be automatically removed or modified to tell the user the deadline has passed for this year. Subject could also be a required field. All of these would aid in the searching of grants for any subject and for specific applicants.

A microsite may also be a solution. I like the federal site, Grants.gov.
