Description
**Is your feature request related to a problem? Please describe.**
Sometimes friendly URLs are needed very quickly and there is a delay waiting for Mass.gov to manually create them.
**Describe the solution you'd like**
It would be helpful for agencies to be able to create their own short URLs following mass.gov/ACRONYM/. We were able to do this with percussion and could create a mass.gov/ago short URL very quickly through a simple txt file. Sometimes we have to publish a short URL on short notice and cannot wait for assistance from EOTSS. Thank you.

Research direction
Start by reviewing issue #155 and its reference to DP-10509. Clarify the Mass.gov short-URL workflow and the agency acronym requirement before identifying an implementation entry point. Done means agencies can create mass.gov/ACRONYM/ URLs independently without waiting for manual assistance.
