Description
Is your feature request related to a problem? Please describe.
A clear and concise description of what the problem is. Please include the content type/s if applicable.
Business problem
The DOT has locations that do not have street addresses. To create a location page, you must use a Contact Info item that has a street address. Therefore DOT is unable to recreate an existing location page that is in the top 2K.
DCR has some state park addresses for which the visitor center and parking have an address but it appears in an incorrect place in google maps. This would add a latitude and longitude for the direction feature but not change the address.
Done when
CMS authors/editors can create Location pages for locations that have a known latitude/longitude but no street address.
CMS authors/editors can add a latitude and longitude for a location in addition to an address and if provided, the map and directions will show the latitude and longitude instead of the address.
Either an address or a latitutde/longitude should be required for a location. Both are acceptable.
When the latitude and longitude is provided, it is used for the map both on the location page and the location listings page and for the directions links in both places also.
Author is able to select latitude and longitude by entering latitude and longitude coordinates.

Research direction
The request names no implementation files, tests, or entry points. Start by locating the location page, location listings, directions links, and CMS fields, then trace how addresses are validated and passed to maps. Done means the stated address and latitude/longitude combinations work on both page types and in both directions links.
