Add feedback tags for frivolous, navigation

Description
The tags in the Feedback Manager do not include an option to mark something as irrelevant or frivolous. The only existing tag that comes close is "Non-sequitur [which is misspelled in the tag] or Insulting." Also, since we cannot respond directly to feedback, it would be useful to have a way to indicate that we took action on a given feedback item, and what that feedback was.
Please add a tag for "irrelevant" and/or "frivolous", or even "ignore", because not all feedback, especially those that are just somebody fooling around, needs response. Please also engineer a way to report on response to feedback items. Otherwise there is no way to track response to feedback.
