Description
Receiving feedback that customers cannot find what they are looking for. For example, customers are searching 'handicap placard' instead of 'disability placard'- we don't use 'handicap' anymore but should have ability to tag certain pages so customers can find content.

Research direction
No files, tests, or entry points are named. Start by tracing how Mass.gov search indexes page content and metadata, then determine how page-level keyword tagging could support alternate terms such as “handicap placard.” Done should mean tagged alternate terms reliably find the intended content, with the behavior documented and tested.
