delivery time accepting negative values

Describe the bug
the average time for food delivery is accepting negative values which it shouldn't at all

To Reproduce
Steps to reproduce the behavior:

Go to 'vendors'
Click on 'add restaurant'
Scroll down to 'registration form'>> Delivery time
See error
Expected behavior
input should be +ve and with a modulus of 60

Start from the Vendors > Add restaurant registration form and locate the Delivery time input. Reproduce the issue in Chrome with a negative value, then inspect the input's existing validation. Done means negative delivery times are rejected and the field enforces the stated positive-value and modulus-of-60 requirement.
