When creating a new Staff, the password rules are not being enforced properly.

To Reproduce
Steps to reproduce the behavior:

Go to 'Enatega Admin Dashboard'
Add a new Staff.
Now see error create a password for it, the password rules are not being enforced properly.
Expected behavior
The password rules should enforced properly.

Start in the Enatega Admin Dashboard by reproducing staff creation with passwords that should violate the stated rules, then locate the validation used by the new Staff form. Done means invalid passwords are rejected consistently and valid passwords can create a Staff account.
