Restaurant Application displays network error when we open it even when the network is stable

**Describe the bug**
When opening the Restaurant Application, a "Network Error" message is displayed sometimes even when the internet connection is stable and functioning properly.

**To Reproduce**

1. Open the Restaurant Application.
2. Observe the error message displayed immediately upon launch(Happens most of the time).

**Expected behavior**
The application should launch without displaying a network error if the internet connection is stable.

- Device: iPhone15pro
- OS: iOS17.6.1

Reproduce the launch failure on an iPhone 15 Pro running iOS 17.6.1, then trace the application launch path and its initial network request. Identify why a stable connection produces the error and verify that the application opens without showing it under the reported conditions.
