Enatega Admin Dashboard : When logged-in as a Vendor, its allowing to add another vendor.

Describe the bug
When logged in as a Vendor, the system allows the user to add another vendor. It should not allow to add another vendor once its logged-in as a vendor.

To Reproduce
Steps to reproduce the behavior:

Go to 'Enatega Admin Dashboard'
Log in as a vendor, now see error there its allowing to Add another vendor.
Expected behavior
A Vendor should not have permission to create or add another vendor.
The "Add Vendor" option should be hidden or disabled for vendors.

Start by reproducing the issue in the Enatega Admin Dashboard with a vendor account and inspect the vendor-management entry point. The work is done when a vendor cannot access the Add Vendor action, while users with permission can still create vendors; verify both roles after the change.
