Description
**Is your feature request related to a problem? Please describe.**
Currently fail-over being developed Mars (#207) only supports one graph. However, support for fail-over in eager mode under a number of scenarios is quite useful.
**Describe the solution you'd like**
Support fail-over under eager mode, which may need re-execution of previous graph.

Research direction
Read issue #207 and the existing fail-over work first, then map how eager mode executes graphs and where previous graphs would need re-execution. Define the supported eager-mode scenarios and verify that fail-over completes correctly for each one.
