Description
Hi.
I am a little confused by the way you used to define whether the CPU is busy. I have read the readme.md and the code. However, it seems that I can not find something relative to explain this.
Thus, would you please help explain this?
Thanks!

Research direction
Start with README.md and trace the CPU-busy definition through the Java code, since the issue mentions both but names no specific file or test. Document the definition and how it determines whether the CPU is busy, then update the relevant documentation so the explanation is clear to readers.
