release v0.51 unable to pull pybind ubuntu 20.04

hey i succesfully build the repo from master and i think everything is working!
however originally i tried downloading the release zip and installing the dependencies manually from the dockerfile 20.04 which is in the zipfile.
pip3 install -r requirements.txt installs succesfully, but when i do python3 setup.py build it gives an error because the pybind folder is empty.
