setuptools and setuptools_scm incompatible while executing python3 setup.py build

After executing python3 setup.py build i get

• migrating from the deprecated setup_requires mechanism to pep517/518
  and using a pyproject.toml to declare build dependencies
  which are reliably pre-installed before running the build tools

Theme error:

Anyone know how to solve it? i tried upgrading setuptools and setuptools_scm but that didn't solve the problem.
