Tiled won't launch on Windows 8.1 with Google Music Manager

Tiled won't launch on my 8.1 pc if the computer has been on for some time. Reboot enables it to run properly. The program appears to the process list, but no window appears. Any idea of what could block it from running? Some kind of background service?

I tried different compatiblility settings etc.
Also tried to compile Tiled from source but got lpython27_d cannot found error.
