Description

### Describe the bug

Unfortunately with this portable build, my custom keybindings don't work Iike they used to be. E.g. rotate doesn't work with CTRL+R although nothing else is bound to that and it worked in older versions flawlessly for years.

### Steps to reproduce

Try to use keybindings.

### Expected behavior

Keybindings work.

### OS version

Windows 11

### Tiled version

I run this portable version of Tiled in Windows 11 and issue is the same for x64 and ARM CPU: "Tiled-2026.05.27_Windows-10+_x86_64.zip"
