Description
Terrain sets are always listed in the order they were defined. This can get confusing if you define a lot of terrain sets. Although it's technically possible to reorder them by duplicating a set and then deleting the original, that's prone to error.
It would be nice if you could simply drag and drop to reorder them.

Research direction
The issue does not name a file, test, or entry point. Start by locating the terrain-set list in the editor UI and trace how its current definition order is displayed; done means users can drag terrain sets into a new order without duplicating or deleting them, with the revised order retained as appropriate.
