Description

It should be possible to set up a tileset and save it later. The main thing to keep in mind here, is that an unsaved tileset can't be used on a map, because it would not be possible to write out the tileset reference in the map file.

Split off from issue #1902.

Check how unsaved tilesets are currently handled and verify that they cannot be referenced by maps; done means creation can be deferred for saving without allowing invalid map references.
