Description
Maybe this can be done automatically at each release? So it is always up to date to the latest release.
Other idea to keep it in sync is to update always when a commit touches docs/map.dtd
The idea of automating it might be interesting since it was not updated for a long time now.

Research direction
Start by inspecting docs/map.dtd and the published http://mapeditor.org/dtd/1.0/map.dtd to compare their current contents. Then trace the release process and how changes to docs/map.dtd are handled. Done means defining and implementing an automatic synchronization path, either during releases or when that file changes.
