Description
The extra level `util` namespace is unnecessary: we're not going to have a conflict on the name `variant` in the `mapbox` namespace, and `util` does not add any semantic information; all of our `mapbox`-namespaced projects are utilities of some kind.

Research direction
No files, tests, or entry points are named in the issue. Start by locating the public namespace declaration and all references to the util namespace, then update the affected references; the work is done when the project uses the mapbox namespace directly without the extra util level and the existing test suite passes.
