Description

Using tile-cover on [Fiji](https://gist.github.com/lily-chai/7bb94de0b3b005c615faafbcd9d8293a) at `{min_zoom = 4, max_zoom = 4}`, I got
```
[ [ 0, 8, 4 ], [ 15, 8, 4 ], [ 16, 8, 4 ] ]
```

`[ 16, 8, 4 ]` is not a valid z4 tile.
