Test for upload issues

Ultimately we want something hooked into the upload process that will check for red flags and report meaningful errors to the user.

As a first step, we could add a command to this repo which checked for:

* projection
* tiling
* format
* compression
* nodata/alpha issues
* ???

The issue names no file, test, or existing entry point, so first inspect the repository to find how upload processing and raster tests are organized. The proposed command is done when it checks projection, tiling, format, compression, and nodata/alpha issues and reports meaningful errors to the user.
