expose option to space out tile requests

Description
Currently, quilt is set up to request tiles as fast as possible. However, there may be cases where you want to space out requests so as not to flood your network sockets (especially if this is requesting large areas within a heavily parallelized application). Ideally, we would expose an option where client's could tell quilt to "space out" requests by an arbitrary time increment if they wanted to.
