Description

Currently, quilt is set up to request tiles as fast as possible. However, there may be cases where you want to space out requests so as not to flood your network sockets (especially if this is requesting large areas within a heavily parallelized application). Ideally, we would expose an option where client's could tell quilt to "space out" requests by an arbitrary time increment if they wanted to.

Research direction

The issue does not name files or tests. Start by locating where quilt issues tile requests and determine how an arbitrary spacing option should be configured and applied; done means callers can set the interval and the default request behavior remains unchanged.
