Postgis+postgres package improvement

Description
Currently to use postgis-enabled postgres you need to install both packages and this triggers a source build of postgis on top of the postgres directory. An improvement would be to have mason install postgis just pull down a binary of all of postgres+postgis instead of triggering a source compile.
