Description

Upstreams releases are not always predicable (refs #207). When old packages need to be rebuilt (or new packages from old versions), upstream removal of source packages is problematic. We could solve this by mirroring source packages at publish (trigger time).

Research direction

Start by reviewing the publish or trigger-time flow and the context in issue #207. The work is complete when source packages are mirrored at publish time so old releases can be rebuilt after upstream removes them.
